Ending Judicial Immunity Abuse & Restoring Constitutional Accountability in Texas

For far too long, Texas has operated under a judicial structure where judges are shielded by broad immunity—even in cases involving misconduct or violations of constitutional rights. This protection is reinforced by political leaders who benefit from a court system that generates revenue through fines, fees, and wrongful rulings. The people pay the price, and the state profits.

This is not justice. This is corruption protected by policy.

As Governor of Texas, I will pursue a direct agenda to limit judicial immunity to lawful conduct only and establish real accountability for those who violate the rights of Texans. Judges should not be untouchable. They should be held to the highest standard of constitutional responsibility.

Why This Reform Is Needed

Right now, Texans face situations where:

  • Judges can violate rights without facing personal accountability.

  • Court decisions can be influenced by state revenue interests.

  • Working families must choose between paying bills or hiring attorneys.

  • Politicians protect judges, instead of protecting the people.

We are paying these judges with our tax dollars. We are funding the court system. Yet when individuals are wronged, it is the citizens who must pay again just to fight back. That is unacceptable.

What This Reform Will Do

As Governor, I will push to introduce and support legislation that:

  1. Eliminates immunity in cases of constitutional violationsJudges will no longer be shielded if they knowingly deny rights protected under state or federal law.

  2. Creates an independent citizen review boardA diverse panel of everyday Texans will investigate judicial misconduct claims—with power to recommend suspension and removal.

  3. Opens the door to civil liabilityJudges who abuse their power will be financially accountable in court just like any other public servant.

  4. Prevents the state from profiting off violationsWe will restructure court funding so that justice is not tied to revenue or quotas.

  5. Expands legal access for citizensWe will work to provide low-cost legal support for Texans who have their rights violated, so working people aren’t forced to choose between bills and justice.

The Core Principle

This reform is not about punishment—it is about restoring balance. We must make it clear:

No public official should be above the law.

Judges should be respected, but respect comes from accountability, not immunity. Texans deserve a court system that protects them, not one they must defend themselves against.

The Bigger Picture

This initiative is part of my broader mission to:

  • end corruption in government,

  • return power to the people,

  • rebuild trust in the justice system,

  • and create transparency at every level of leadership.

For too long, the wealthy and politically connected have shaped our laws for their benefit. We will rewrite the rules so they serve the people instead.

As Governor, I will never ask Texans to fight a system they are already paying for. The government works for the people—not the other way around.
